Regranting Scheme: Awarded Projects to Promote the Democratic Participation of Migrant Women

The results are available from the WE-EMPOWER II regranting project. This mechanism aims to strengthen the democratic participation, visibility and leadership of migrant women*, and to support their engagement in political, community and democratic life.

This regranting scheme is financially made possible by the European Union, implemented under the CERV Structural Grant 2025-2027.

The project supports member organisations in developing and implementing small-scale initiatives that contribute to these objectives. It also aims to strengthen collaboration, knowledge-sharing and exchange within the WIDE+ network, particularly among members of the Gender and Migration Working Group.

In August and September all the preparatory work for each organisation to implement their selected project have been concluded, thus finalising the evaluation and selection process. Selected projects are being implemented between 1 August and 30 November 2026.

Funded Projects

The selected projects represent a range of approaches to strengthening migrant women’s democratic participation at local, regional and national levels. They address different dimensions of participation, including capacity-building, advocacy, awareness-raising, community engagement, networking and knowledge exchange.

A total of 17 proposals have been submitted. 10 qualified according to the criteria, for a total amount of EUR 67,700.

About the Regranting Call

The Call for Proposals was launched on 6 June 2026 and was open until 6 July 2026. A total budget of €80,000 was made available.

The call was open to eligible WIDE+ member organisations and members of the Gender and Migration Working Group. Applicants were required to be legally registered non-profit organisations or associations based in an EU Member State and working primarily at local, regional or national level.

Each project was required to include at least one in-person activity with a minimum of 20 participants for the small-scale grants, with at least 50% of participants being migrant women or members of marginalised groups. Standard grant projects were required to reach at least 50 participants overall.

Assessment criteria
Applications were assessed against four criteria, for a maximum of 50 points:

  • Alignment with the objectives of the call (15 points)
  • Quality and feasibility of project design (15 points)
  • Intersectional approach and empowerment of migrant women (10 points)
  • Participation in the WIDE+ network and collaborative engagement (10 points).

To qualify, projects need to be evaluated with 30 points or more.

Transparency of the Selection Process

The selection process was designed to ensure a fair, transparent and consistent assessment of eligible applications.

All eligible applications were assessed using the same criteria and standardised evaluation matrix. The Selection Committee brought together external grant-management expertise and representatives of WIDE+ member organisations that were not eligible to apply to the call. Committee members were also required to declare any actual or potential conflicts of interest. In addition, measures were taken to ensure that no one from the governing bodies of WIDE+ were involved in formulating a project proposal

How were projects selected?

WIDE+ received 17 applications in total. The selection process consisted of several stages:

Stage 1: Eligibility check
All applications were first checked against the eligibility and administrative requirements of the call by the WIDE+ Project Officer. Following this assessment, 11 applications were found eligible and were forwarded to the Selection Committee for further assessment.

Stage 2: Evaluation Assessment
The 11 eligible applications were assessed by an independent three-member Selection Committee. The Committee included one external consultant with relevant grant-management expertise and two representatives of WIDE+ member organisations that were not eligible to apply to the call. Each Committee member independently assessed the eligible applications using a standardised evaluation matrix developed by the regranting consultant.

Following the individual assessments, the Selection Committee met to discuss the applications, compare assessments and agree on a common set of recommendations. The Committee identified projects recommended for funding and, where necessary, indicated areas requiring clarification or revision before funding could be confirmed.

Stage 3: Revision and contracting
Organisations whose projects were recommended for funding were invited to revise their applications in response to the Committee’s recommendations, in case there were any recommendations for improvement. Following the revision and confirmation process, grant agreements were concluded with the beneficiary organisations.

WIDE+ subsequently held onboarding meetings with the funded project teams to discuss implementation, reporting, communication and visibility requirements, and practical cooperation with WIDE+.
