Regranting Mechanism 2026

WIDE+ is seeking a short-term consultant between 1 April and 15 May 2025 to provide technical guidance in setting up an EU regranting mechanism to enhance the democratic participation of migrant women. The amount of time can be fairly short, not more than three days, up to two working weeks. The Consultant will offer expert advice in how to set up an EU regranting call that in its criteria is accessible by grassroots groups, easy to apply to, and time-efficient as well as ensuring fairness in selecting projects in a transparent manner.

Background to the call

Promoting the political and democratic participation of migrant women in society is a key priority of WIDE+ in the coming years. Following the successful implementation of the WE-EMPOWER project in recent years, WIDE+ sets out to broaden its work to support intersectional activism and transnational collaboration of migrant women and other feminists.

About the regranting mechanism: This regranting project is the most ambitious regranting mechanism WIDE+ has carried out for organised migrant women’s national network and capacity building so far. It provides a good celebration of its ten years of transnational collaboration that the European gender and migration working group has achieved. The working group was formed in 2016. Within the framework of the EU CERV Structural Grant (2025–2027) for the WE-EMPOWER II project, WIDE+ seeks to advance its strategic objective of continuing European coalition building of migrant feminists and migrant feminist perspectives. Specifically, with this regranting mechanism that is meant to support the European gender and migration working group, the following objectives are formulated:

  1. Building the capacity of national, regional and local organisations.
  2. Building and increasing the capacity of network partners to develop coherent and coordinated activities that promote the democratic participation of migrant women.
  3. Expansion of the network’s reach, including new partners.
  4. Facilitating interaction between citizens, academia and decision-makers.

Thus, WIDE+ will launch a public regranting mechanism in 2026 aiming to support grassroots organisations working with migrant women and other marginalised genders across Europe, strengthening local capacity-building, intersectional activism, and transnational collaboration.

Through this mechanism, WIDE+ will provide financial support to up to 20 groups. There is a maximum of €7500 per organisation, but we are considering providing funding for example €2500 to one category of proposals and a larger amount to another set of proposals, in order to enable smaller-scale groups and activities as well to take part in the call. We will encourage capacity-building, networking and dialogue activities for their members, beneficiaries, allies and stakeholders, such as training, workshops, and other meetings. As well as actions that support the association or group themselves. The activities at national level will start by October of this year, but can continue into 2027, so groups have time to carry out their project. We aim to bring together up to 450 participants in total. The initial phase starts in May 2026 by opening a call for interested parties to apply for the grant.

About WIDE+: WIDE+ is a European network of feminist activists, scholars, and women’s rights organisations that reaches out to 400-500 associations, through its national membership-based networks and organisations across Europe.   Its formal membership includes 31 associations that are formally registered in European countries, of which 22 registered in 14 EU member states. There are 32 individual members. WIDE+ also brings together partner organisations and individuals in its working group – in particular the gender and migration working group – which accounts to 12-15 partner associations. It is part of several alliances as well as currently one consortium, leading to a broader reach to other civil society and institutionsIt promotes women’s rights by analyzing the systemic causes of inequality and advocating for transformative change.

The Gender and Migration Working group adopts an inclusive understanding of migrant women, including women who have moved across borders due to displacement, migration, trafficking, or as second-generation migrants. This includes third-country nationals, asylum seekers, refugees, undocumented women, women with migrant parents, and mobile EU citizens, recognising their diverse resources and vulnerabilities. We also adopt an inclusive concept of feminist associations, inclusive of transwomen, non-binary, queer, and other genders, as well as an intersectional approach in all the work and the whole network.

Democratic participation is understood broadly, including the right to vote, run for office, join political parties, and influence public decision-making, as well as active engagement in civil society and community life. A healthy democratic life begins with enabling active citizenship, empowering women to exercise their rights, engage collectively, and contribute meaningfully to their communities.

Objective of the Consultancy

The objective of this consultancy is to provide expert guidance to WIDE+ in designing and managing the 2026 regranting mechanism. The consultant will work remotely and in close collaboration with the WIDE+ team, in particular the project officer for the gender and migration working group, in providing advice in setting up a regranting process that:

  • Reduces time burden for applicants, complies with the EU guidelines for regranting mechanisms;
  • Enables a diversity of grassroots and network associations and groups to apply, especially those that self-represent migrant women or other marginalized genders (or something to that effect) and that have limited financial capacity;
  • Provides a fair, thorough, time-efficient and transparent selection process with a selection committee of which the results as well as the call itself will be publicly shared.

Tasks

The tasks will vary given the amount of time the consultant has available. The main reason for this call is to help WIDE+ to design a good call, in which we can learn from other experiences and do not need to reinvent the wheel. There is a project officer available to do the work.

The consultant will advise and guide the project officer in setting up the regranting call. Given the amount of time the consultant can spend the person could also take on some of the tasks that need to be completed given prior agreement:

  • Defining clear selection criteria for grant recipients.
  • Developing documentation and tools to facilitate application, evaluation, and selection (score sheets, guidelines, templates, etc.)
  • Preparing a pre-information document summarising the regranting mechanism for potential applicants, making the process clear and accessible.

The advice centers around:

  • Advising on the design and operation of the Selection Committee.
  • Providing recommendations on how to make the process more inclusive, including strategies to ensure the participation of a diverse range of grassroots organisations and groups representing marginalised genders.
  • Providing suggestions on how to formulate and test a clear application format that enables a good collection of information needed to make a decision, but is also not too time-consuming for applicants to fill in.

The duration of work

The consultancy will take place between 1 April and 15 May 2026, with a minimum of 3 and a maximum of 10 working days.

The consultancy will be conducted remotely, and the consultant may be based anywhere; physical presence in the EU is not required. The reason for this flexibility is that we realise that those with the needed experience will already have ongoing commitments and thus have limited time available.

Profile Consultant

Necessary:

  • The consultant has experience with regranting mechanisms, grant management, or similar funding processes, including experience in setting up or advising on grant selection. Ideally the expertise is in preparing and executing calls, especially regarding small-scale funding.
  • The applicant has work experience in the field of migration and/or women’s-led/feminist groups. Ideally the person has affinity or experience with both, thus being closely aligned with promoting the rights of migrant women and other marginalized genders; this ideally includes affinity or experience with working with associations that (also) promote women’s rights or feminism and represent or collaborate with migrant women.
  • Strong understanding of intersectional feminist approaches and feminist (grassroot) organizing, in particular of migrant women.

Desired:

  • The applicant has experience conducting similar projects at EU level (working with European network associations, EU-funded initiatives, etc.). It would be a huge asset if someone has had experience with the regranting mechanism.
  • The applicant has the ability to provide practical guidance, develop tools and produce materials/supporting documentation for regranting mechanisms (e.g., application forms, evaluation template, process plan, time-planning, etc.).
  • Ability to work remotely and independently within the given timeframe.

The consultancy is remunerated at 450 euros per day (gross), with the possibility of negotiation depending on the level of experience.
