WIDE+, Care, DSW, IPPF European Network, One, Plan International, Kvinna till Kvinna, World Vision and WAGGS have published their key demands for the external action for the currently being developed next European Union (EU) Multiannual Financial Framework (MFF). The EU must take a human rights based, transparent, accountable, participatory and inclusive approach and gender equality principles should be reflected under each heading and instrument.

To live up to its commitments, the EU must ensure that:
- At least 85% of the EU’s ODA has gender equality as a significant or principal objective and 20% of these funds must have gender equality as a principal objective. However, the EU Institutions only invested 4% of their gender equality focused aid in gender specific interventions in 2014-2015. Moreover, gender equality should not be a tick-box at the start of the project but be part of the design, implementation and evaluation.
- Sufficient funds and capacities are allocated to a gender budgeting analysis and cover all thematic and geographic windows in the external financing, as well as allow partners to meaningfully include gender equality in supported projects and programmes. The budgeting analysis should aim to identify and address data gaps and areas where investments may exacerbate gender disparities. And there should be annually assessments as well as opportunities for participation (by civil society and others) in the budget cycle to enhance transparency and accountability.
- Increase the budget allocated to civil society organisations that promote women and girls rights, to strengthen the capacity of such associations in Europe and in the Global South.
